Infamous 2 - What is cold shoulder?

Because there is a choice to retrain which makes you more good....I believe Cold Shoulder is where you have killed the ice men after they have been knocked down. You probably did it by accident while fighting the by doing thunder drops.... x7 means the number of those you killed so you killed 7 ice men during that mission
